In Quebec, the field of first aid is essentially governed by the laws and regulations of the province. In fact, the administration of health services falls under provincial jurisdiction. Commission des normes, de l’équité, de la santé et de la sécurité au travail (Committee on Standards, Equity, Health and Safety at Work)

In Quebec, the Commission for Standards, Equity, Health and Safety (CNESST) administers the occupational health and safety system. Since 1984 she has been responsible for the first aid training program. It requires, at all times during working hours, the presence of a certain number of first-aid workers in the workplace according to certain standards. First aid training in the workplace lasts 16 hours and is subsidized by CNESST. Only contracted organizations (called “suppliers”) with CNESST can form and issue this certification. In order to obtain first aid certification in the workplace, the candidate must complete the entire course lasting 16 hours, and subsequently pass the assessment of the knowledge acquired. The certificate thus issued will be valid for a period of 3 years and must be renewed in its entirety following its expiry.

In order to promote the development and recognition of the skills of the workforce, the Quebec government has put in place a law requiring some employers to reinvest a certain percentage of training. A company with a payroll of more than $ 2 million must fulfill certain training obligations for its staff: It must devote the equivalent of 1% of its payroll to the training and skills development of its staff. Failure to do so will result in the company paying this percentage to the Workforce Skills Development and Recognition Fund. The sum of money thus lost and paid to the state will be reinvested at the option of the latter to other projects related to the training of the workforce.
